EU PPWR · Regulation (EU) 2025/40 · In Force Across All 27 Member States
Miss This Step, and Your Packaging Comes Off EU Shelves.
Selling packaged goods in the EU means access to over 450 million consumers, but marketplaces only keep you listed if you can prove your packaging conforms.
Expandly supports you in collecting the required technical documentation and creating your Declaration of Conformity, and keeps EPR and Responsible Person appointments in step with it. The paperwork doesn’t fall behind as you scale.

What's actually changing
This isn't a one-off deadline.
It's a standing requirement.
PPWR doesn’t ask you to register with anyone or pass a certification body. For standard packaging, you self-certify under “internal production control”(Module A). What it does require is evidence: a technical documentation file and a signed EU Declaration of Conformity you can produce if asked.
From 12 August 2026, Amazon and other marketplaces are legally obligated to verify PPWR compliance and can halt listings that don't have it. It's an ongoing check, not a one-time gate at launch. Being self-certifying doesn't mean being unchecked.
Common mix-up: Amazon's Pay-on-Behalf scheme covers your EPR fees. It doesn't register you as a producer. You still need your own EPR numbers, kept current per EU market, uploaded to your marketplace accounts.
Also worth knowing: PPWR is an EU-only regulation. It does not apply to the UK, which runs its own separate packaging regime. The two shouldn't be mixed up when you're documenting compliance.
HOW WE ANSWER
We handle your packaging file, EPR registrations, and Responsible Person as one.
Three compliance obligations that usually get chased down separately, done together instead.
01
PPWR Conformity Assessment & Technical Documentation
02
EPR Registration
03
Responsible Person Appointment
the process
From supplier data to a signed declaration
Most of what’s needed already exists. It’s just sitting with your packaging supplier rather than with you.
01
List Every Packaging Component
Bottle, cap, label, sleeve, outer case: every separable part, however small. Recyclability and substance rules apply per component, not just to the packaging as a whole.
02
We pull material, Recyclability and substance data
Mostly from your packaging supplier’s technical or R&D contact: specification sheets, heavy metal and PFAS results, recycled content certification.
03
Gaps Get Flagged, Not Blocked
Missing test data becomes a tracked action, not a reason to delay the rest of the file. Commissioning a lab test is common and manageable.
04
We Support You in Compiling the Technical File and Declaration Pro Forma
Your Annex VII technical documentation and Annex VIII EU Declaration of Conformity, referenced and ready for your review.
05
You Review, Sign, and Hold it
Retained for 5 years after single-use packaging is placed on the market, or 10 years for reusable packaging.
