EU Regulation 2025/40, the Packaging and Packaging Waste Regulation, becomes mandatory on 12 August 2026. It applies to 100% of packaged products entering the EU market, and manufacturers must ensure their packaging technical documentation meets PPWR’s requirements, including a PFAS limit in food-contact packaging. Marketplaces must verify seller PPWR compliance, and non-compliant sellers face suspension.

EU PPWR 40 percent void fill rule lands on 12 August 2026

The EU Packaging and Packaging Waste Regulation applies to ecommerce from 12 August 2026, with a 40% cap on empty space in outer cartons and mailers. Brands shipping small products in oversized boxes with filler must re-package. Packaging EPR registration and supplier declarations referencing Regulation (EU) 2025/40 are also required.
